Let’s start by talking about the procedures you need to be aware of in order to be married in Singapore.
5 Steps to Prepare when Getting Married in Singapore
To effectively and legally be married in Singapore, there are a few legal requirements you must meet with your partner before looking for a location.
Following are the five processes you might anticipate while getting married in Singapore:
1. Legal Requirements
Both the bride and the groom must adhere to a few simple rules in Singapore.
The Singapore ROM will evaluate each circumstance individually for unusual instances.
Before submitting a notice of intention to marry, a party who is not a Singaporean nor a Permanent Resident must demonstrate that they have lived in Singapore continuously for at least 15 days.
2. Solemniser
The bride and groom are guided through their vows by a solemniser, who also verifies the union’s legal requirements and signs the marriage licenses.
You will require a solemniser if you intend to have your solemnisation elsewhere like during your banquet or at a church. Here’s a list of authorized solemnizers, which includes their contacts and spoken languages.
3. Notice of Marriage
No later than 21 days before the wedding, you must file a notice of marriage.
You must make wedding plans within three months of the notice’s date if it is authorized.
You must input information including the following:
- NRICs/passports (bride & groom)
- NRICs/passports of 2 witnesses (only 21 years old and above are allowed)
- Date and time of solemnization
- Solemnisation venue’s address
- Solemniser’s name and license number (only applicable for those who are not getting married at the ROM)
- Payment arrangements
4. Verification of Documentation & Statutory Declaration at the ROM
Your papers will be checked by the ROM, and they’ll ask you to formally declare your intention to marry.
You must provide all necessary paperwork, including your passport and NRIC, as well as the signed consent form from your solemnizer and any additional copies or originals that the ROM has required.
A prescribed fee of $25 applies.
5. Solemnize your Marriage
And now for the exciting part!
You will conduct your scheduled solemnization ceremony on the day of your wedding.
Your marriage will be recognized legally in Singapore after the solemnization.

Can foreigners ROM in Singapore?
The law requires that at least one party to an intended marriage be physically present in Singapore for a period of at least 15 days before the couple files notice of marriage with ROM, as we stated in the first five steps of getting married in Singapore.
This requirement applies to any party who is not a Singaporean citizen or permanent resident.
These 15 days, which do not include the day of arrival in Singapore, can be completed on a single visit to the country before the marriage application is filed.
Once this condition is met, you can continue to submit your marriage application on the website “Our Marriage Journey” (Civil Marriage).
A minimum of 21 days must pass between your chosen wedding date and the submission of the marriage application.
The Ministry of Manpower (MOM) must provide permission for a current or past work permit holder to marry a Singaporean national or Permanent Resident.
This is to make sure that the marriage application does not conflict with any restrictions on the holder’s work permit.
How Long is ROM in Singapore?
You must provide ROM at least 21 days’ notice of your marriage before you may have your solemnization, therefore the earliest you can do so is at least 21 days after you file your marriage application.
Legally, this gives everyone a chance to make a strong objection.
Your marriage application will become invalid 12 months after you file it, at which point you will have to reapply.
Is ROM and Solemnisation the Same?
Basically, if you want to get married at the ROM in Singapore, you won’t need to hire a solemnizer since the ROM would perform the ceremony for you.
However, you must contact a solemnizer if you plan to solemnize your marriage in another area.
The ROM is a government organization in Singapore that oversees all weddings performed there and solemnizes civil unions.
While solemnizing is the action or process of making a marriage official.
This is the time when a solemnizer of choice will verify all legal documents, ensure that both parties agree to the marriage, and permit the signing of the Certificate of Marriage.
Is ROM Considered Married?
According to the Ministry of Social and Family Development, you and your spouse must register at the ROM or at a venue authorized by the ROM before having a non-Muslim marriage or civil union solemnized by a solemnizer who has been approved by the ROM.
The Ministry’s Division of Family Services houses the Registry.
In other words, you get legally married the moment you sign the document in front of the Registry and the witnesses.
Where Can I Hold My ROM in Singapore?
You may discover a list of Singapore’s hundreds of authorized solemnizers at the ROM.
Once you’ve chosen, you should begin corresponding with them at least three months before the wedding.
You will need the solemnizer’s license number when submitting your File of Notice of Marriage, so don’t forget to acquire it.
A hotel, restaurant, function hall, or other special location can host your solemnization.
In Singapore, there are several locations where your ROM could be held.
These ROM venues are just what we have listed in this article, so better to check them out for a less hassle venue hunting!
What happens during ROM in Singapore?
ROM in Singapore stands for the Registry of Marriages. It is the government agency responsible for registering marriages in Singapore. When couples wish to get married in Singapore, they must first file a Notice of Marriage with the Registry of Marriages.
During the ROM process, couples are required to provide certain documents, such as their passports, birth certificates, and divorce decrees (if applicable). They must also undergo a statutory declaration, which is a legal statement that they are free to marry and are not related to each other.
After the statutory declaration, the couple will be given a date and time for their marriage ceremony. The ceremony is typically held at the Registry of Marriages, although couples can also choose to have their ceremony at other venues such as hotels or places of worship.
During the ceremony, the couple will exchange vows and rings, and sign the marriage certificate. The ceremony is usually brief and simple, and can be conducted in several languages, including English, Mandarin, Malay, and Tamil.
After the ceremony, the couple will be issued a marriage certificate, which is a legal document that proves their marriage. This certificate can be used for various purposes, such as applying for a housing loan or changing their marital status on official documents.
Overall, the ROM process in Singapore is a straightforward and efficient way for couples to get married. It ensures that marriages are legally recognized and provides couples with a legal document to prove their marriage.
