Office Reinstatement Singapore 2026: A Tenant’s Checklist

By SG Directory Editorial Team · Updated October 2026

Disclosure: Trends Interior Design Pte Ltd, which operates GetContractor, is a client of SG Directory’s owner.

Office reinstatement is the work you do at the end of a lease to hand the unit back in the condition your tenancy agreement specifies. In Singapore that usually means the tenant pays, the landlord or MCST sets the rules, and the deadline is fixed by your lease expiry. This guide is written as a tenant’s checklist: what to look for in your lease, what the building will ask for, how to plan backwards from your last day, and how to compare quotes and vet contractors.

For a full price breakdown, see our office reinstatement cost guide. To compare firms, see our list of the best office reinstatement contractors in Singapore or browse the Office Reinstatement directory.

Prices in this guide are indicative ranges published by the sources named. They are not quotes. This is general information, not legal advice; your lease and your building’s rules always take priority.

The tenant’s checklist at a glance

  • Locate the reinstatement (make-good) clause and note the exact handover standard
  • Dig out the dilapidation report or handover photos from when you moved in
  • Ask the landlord, managing agent or MCST for their reinstatement guidelines
  • Ask, in writing, whether any of your fit-out can stay
  • Get two or three itemised quotes from contractors you have checked on the BCA Directory
  • Submit for building approval early enough to leave time for works and snags
  • Book a pre-inspection before the joint inspection with the landlord
  • Collect the sign-off and follow up on your deposit

Step 1: Read your lease reinstatement clause properly

Everything starts with one clause. Before you call any contractor, find out three things.

What standard does it demand? Leases typically say “bare shell”, “warm shell” or “original handover condition”. These are not the same. REINSTATE.by MCSG notes that “bare shell” usually costs more than “original handover condition” when the unit was first handed over with a ceiling and flooring already in place (REINSTATE.by MCSG).

What did the unit look like when you took it? The dilapidation report, with its photos, is the benchmark the landlord will inspect against. If you cannot find yours, ask the managing agent for a copy.

What happens if you are late? Check for holding-over rent and for the landlord’s right to reinstate on your behalf and deduct the cost from your deposit. REINSTATE.by MCSG says landlord-engaged reinstatement often costs 1.5–2 times normal rates (REINSTATE.by MCSG).

Is the scope negotiable? Full reinstatement is the default, but landlords sometimes accept a partial reinstatement, a takeover by the incoming tenant, or a cash payment instead of the works (Reinstatement Works Singapore). Any such arrangement only counts if it is in writing, and it should say which items stay and that your deposit will not be reduced for them.

Step 2: Find out what the landlord or MCST requires

Each building has its own rulebook. Request the tenant handbook or reinstatement guidelines (for a strata unit, ask the MCST) and look for:

  • Pre-works submission. Buildings commonly ask for the scope or method statement, contractor details, the work programme, proof of public liability insurance and sometimes a deposit before granting access (REINSTATE.by MCSG).
  • Working hours. Hacking and noisy works may be limited to nights or weekends, especially in malls and Grade A towers. Contractors publish a 30–50% premium for after-hours work (Fortified; REINSTATE.by MCSG).
  • Lift booking, protection and debris routes, plus any fees for these.
  • Nominated contractors. Some buildings require their own contractor for air-con or sprinkler work. Ask early, because that cost usually sits outside your contractor’s quote.
  • Statutory items. Works affecting fire protection or escape routes may need SCDF plan approval (SCDF Fire Code). Electrical disconnection must be done or supervised by a Licensed Electrical Worker (LEW), whom you can verify through EMA.
  • Handover documents. Fortified lists as-built drawings, licensed disposal receipts and a joint inspection among typical handover items (Fortified). Confirm your building’s exact list.

Step 3: Plan backwards from your lease end date

On-site works for most offices take 1–3 weeks (Fortified; REINSTATE.by MCSG), but the paperwork before them takes longer. MINK Design recommends starting 8–12 weeks before expiry (MINK Design). Count back from your last day like this:

CountdownTenant actionDone?
Lease end (Day 0)Joint inspection completed, keys returned, sign-off in hand☐
Final weekYour own pre-inspection with the contractor; fix snags before the landlord sees them☐
2–4 weeks beforeWorks on site (allow more for heavy fit-outs, F&B or night-only buildings)☐
4–6 weeks beforeContractor appointed; building submission and any permits lodged☐
6–8 weeks beforeSite surveys done; itemised quotes in and compared; building rules confirmed☐
8–12 weeks beforeLease clause reviewed, dilapidation report found, scope negotiation with landlord started☐

If the dates are already tight, ask the landlord for a written extension early rather than hoping the works finish on time.

Cushman & Wakefield’s figures reflect conditions as of December 2025, as reported by SBR. If your contractor is GST-registered, check whether 9% GST is included.

Step 4: How to compare reinstatement quotes

Send every contractor the same pack: floor plan, the reinstatement clause, the building’s guidelines and photos. Then compare like for like.

  • Itemised, not lump sum. Each quote should separate dismantling, ceiling, flooring, M&E and electrical disconnection, data cabling removal, painting and patching, debris disposal and cleaning.
  • Same standard. Check every quote prices the handover standard in your lease, not a lighter one.
  • Exclusions. Look for building management fees, deposits, lift protection, after-hours premiums and work by the building’s nominated contractor. These are where totals grow later.
  • Site survey. A quote produced without anyone visiting the unit is a guess.
  • Who does what. Ask which trades are in-house and which are subcontracted, and confirm an LEW handles the electrical work.
  • Inspection support. Ask whether the contractor will attend the joint inspection and rectify snags at no extra charge.
  • GST. Confirm whether the price includes 9% GST.

Step 5: Red flags to watch for

  • A “BCA registered” logo on the website, but no matching listing in the BCA Directory
  • The UEN on the quotation or contract differs from the registered entity
  • A single-line price with no breakdown and no site visit
  • Vague or missing exclusions
  • No clear answer on who does the electrical termination
  • Unwillingness to provide insurance details the building needs for its approval
  • A promised timeline that ignores the building’s working-hour restrictions
  • Inconsistent safety or accreditation claims across the firm’s own pages; ask for the current certificate

Step 6: Run the BCA check yourself

It takes a few minutes. Search the company name or UEN in the free BCA Directory. For interior reinstatement, look for the CR06 Interior Decoration & Finishing Works workhead and check its grade and expiry date. Grades set public-sector tendering limits: CR06 L1 covers contracts up to S$0.8 million, L3 up to S$5 million and L5 up to S$16 million (BCA tendering limits). Private tenants are not bound by these limits, but they indicate a firm’s assessed capacity. A CR03 Demolition or ME05 Electrical registration is also relevant to reinstatement work. Finally, make sure the UEN that signs your contract is the one you checked.

Frequently asked questions

What does reinstatement mean in a Singapore office lease?

It is the tenant’s obligation, set out in the reinstatement or make-good clause, to return the unit to the standard the lease specifies when the tenancy ends. That standard is often bare shell, warm shell or original handover condition, and the landlord inspects against it, usually with the dilapidation report from when you moved in.

How much should I budget for office reinstatement in 2026?

Contractor-published rates for a typical fitted office mostly fall between S$8 and S$18 psf (Fortified; REINSTATE.by MCSG). Heavy or Grade A fit-outs are published at S$18–S$30+ psf. Cushman & Wakefield’s 2026 guide, reported by Singapore Business Review, puts the Singapore average at S$20.52–S$24.37 psf. These are indicative ranges, not quotes.

When should I start planning reinstatement?

About 8 to 12 weeks before your lease expires, as MINK Design recommends. Works on site for most offices take 1–3 weeks, but reviewing the lease, collecting quotes and getting building approval take longer.

What does the building management or MCST usually need before works start?

Typically the scope or method statement, contractor details, the work programme, proof of public liability insurance and sometimes a deposit. Buildings also set working hours, lift booking and debris routes, and some require their own nominated contractor for air-con or sprinkler work.

How do I check a reinstatement contractor’s BCA registration?

Search the company name or UEN in the free BCA Directory. Look for the CR06 Interior Decoration & Finishing Works workhead, note its grade and expiry date, and make sure the UEN on your contract matches the registered entity.

What happens if the landlord reinstates the unit for me?

The landlord can appoint its own contractor and deduct the cost from your security deposit, and may charge holding-over rent until the unit is returned. REINSTATE.by MCSG says landlord-engaged reinstatement often costs 1.5–2 times normal rates, so it is usually the most expensive option.
