A clean office is one of those things nobody notices until it slips: overflowing pantry bins, grubby toilets, dusty desks before a client visit. Finding a reliable cleaning company is also about more than price. In Singapore, the company you hire must hold an NEA licence, wages for local cleaners are set by law, and the contract terms decide what happens when your regular cleaner is on leave.
This guide explains the rules every office should know, how to compare cleaning companies and what drives the cost, then lists five Singapore firms that offer office and commercial cleaning according to their own websites. First check: is the cleaning company NEA-licensed?
Under Singapore’s Environmental Public Health Act, businesses offering general cleaning services at premises need a cleaning business licence from NEA. This matters to you as the buyer, too. NEA states that it is an offence for a service buyer to engage an unlicensed cleaning business, with a maximum fine of $10,000 and $1,000 for every day the offence continues. NEA asks buyers to make sure their provider holds a valid licence when the contract starts and throughout it, and to state this requirement in tender specifications.
There are three licence classes. Class 1 and Class 2 licensees must also hold at least bizSAFE Level 3 certification, while Class 3 is a starter licence for new businesses that cannot be renewed at that class. NEA provides a public search for licensed cleaning businesses, so check before you sign.

Descriptions summarise what each company says about itself, including any certifications it lists. Ask for proof and confirm licence status directly.
1. hCH Cleaning Services Pte Ltd
hCH describes itself as a commercial cleaning and facilities support firm with over two decades of experience. Its website lists ISO 9001, ISO 45001, NEA licensing, bizSAFE Level 3 and IICRC certification. Beyond regular office cleaning, services include carpet shampooing, sanitisation, high dusting, façade cleaning (including by drone), indoor air quality monitoring, pantry and meeting room support, and on-site staffing. It says its plans carry no administrative fees. It may suit offices that want cleaning and other facilities support from one provider.

2. Avalon Services
Avalon Services says it has provided office and commercial cleaning in Singapore for over 20 years, with a workforce of more than 1,600 cleaners. Its office cleaning page says its cleaners are NEA-licensed and the company is bizSAFE certified. It is unusual in publishing starting rates: part-time contract cleaning from $1,000 a month for 2–4 hours a day, Monday to Friday, with a dedicated cleaner and backup cover for leave; full-time contract cleaning at $3,000 per dedicated on-site cleaner; and one-off cleaning from $250, or from $350 for deep, post-renovation or move-in/move-out cleans. Prices are subject to a site inspection.

3. Getz Cleanz Pte Ltd
Getz Cleanz offers office, commercial, industrial, dormitory and childcare cleaning as well as housekeeping. Its website lists ISO 45001, ISO 14001 and ISO 9001 certification, bizSAFE Star, Clean Mark Gold and BCA FM02 accreditation, and says its cleaners are WSQ-trained. One detail worth noting for offices handling personal data: it says every cleaner signs an undertaking not to disclose sensitive or personally identifiable information. It also offers pest control and landscaping.

4. Primech A&P Pte Ltd
Primech A&P is a facility services provider operating across Southeast Asia. Its website cites over 30 years of experience and about 2,500 employees, with cleaning for workplaces and institutions, hotels, industrial facilities, retail and public spaces. It positions itself as one partner for cleaning, landscaping, pest control and stewarding. It is likely to be most relevant to larger offices, campuses or multi-site businesses.

5. OCD Cleaning
OCD Cleaning says it uses its own trained, in-house crews rather than freelancers or subcontractors. Its website describes office cleaning during the day or after hours, recurring contracts for office and commercial clients at a fixed monthly rate, and one-off jobs such as post-renovation cleaning, disinfection and floor scrubbing. It says it sends a fixed-price quote with the full scope, usually within minutes on weekdays, and that it is NEA-certified and BCA-licensed. It may suit an office that has just finished a fit-out or needs a deep clean before moving in.

How to choose an office cleaning company
Define the scope and frequency first
Quotes are only comparable if every company prices the same work. Write down what needs cleaning, how often and when. A simple scope might look like this:

Some of these, such as external windows, may be handled by your building’s managing agent, so check before including them.
Ask about manpower and backup
For contract cleaning, ask whether you get a dedicated cleaner, who covers sick days and annual leave, and how quickly a replacement is sent.
Ask how quality is checked
Look for supervisor visits, a checklist you can see, and a named contact for complaints.
Check security and confidentiality
After-hours cleaners have access to your office. Ask how staff are vetted, how keys and access cards are managed, and whether cleaners are briefed on confidential areas.
Read the contract terms
Check the minimum term, notice period, how price increases are handled and what happens if service falls short.
What affects office cleaning cost
The main drivers are hours of cleaning needed, frequency, floor area and layout, the number of toilets and pantries, and specialist work such as carpet shampooing. Labour is the largest component, and for Singapore citizen and PR cleaners, minimum basic wages are set under the Progressive Wage Model. MOM lists these monthly basic wages for full-time outsourced cleaners at office and commercial sites:

Employers must also pay a PWM bonus of at least two weeks of basic wages a year to eligible cleaners. Because these wages step up every July, expect contract prices to be reviewed too, and be wary of a quote that looks too low to cover them.
